Looks like something out of a D&D book. Not that I've ever played D&D...I just imagine it could be a level 42 dungeon boss you have to fight after picking up a quest to rescue Strum Brightblade, leader of the white army, who was captured during an expedition to the icewall caverns in the land of North Haven.
Is it just me or does he remind you of a certain general that works nearby me?
